Mike joined LSF in 2018 after retiring as the Secretary of the Florida Department of Children and Families, ending a state career that spanned more than 28 years within the department. As the Executive Vice President of Programs, Mike is responsible for overseeing a variety of statewide services including child welfare and juvenile justice programs totaling $80 million with more than 1100 employees.
As the longest serving Secretary in the department’s history, Mike oversaw one of the biggest social service agencies in the nation with an annual budget of $3.2 billion and more than 13,000 employees. During his tenure, Mike led efforts to improve outcomes for children and families in the child welfare system, to overhaul service delivery and improve outcomes in the state’s mental health hospitals and streamline the economic self-sufficiency program.
Prior to being named Secretary in 2014, he served as the Regional Managing Director for the 11-county SunCoast Region extending from Pasco to Collier County. He was integral in the regional implementation of the Managing Entity concept in substance abuse and mental health, as well as the transition to a community-based system of care in child welfare. Mike has managed almost every program the department oversees. His previous leadership experience includes child protection, foster care and child care licensing, strategic planning, quality assurance, behavioral health, means-tested public assistance programs, and special programs including one focused on reintegrating ex-felons into the community.
Mike has served on the Florida Sterling Board of Examiners for nearly 20 years and is a judge for the Governor’s Sterling Award process. He has been an active member of Florida’s Marjory Stonemam Douglas School Safety Commission, and has served on numerous statewide boards and taskforces including the Florida Children’s Cabinet, the Statewide Human Trafficking Council, and the Children’s Board of Hillsborough County.

Since 2013, Ms. Layman has focused on developing the infrastructure, resources, and impact of the Center for Child Counseling. Under her leadership, the organization has grown significantly in the past six years, now serving over 4,000 of the most vulnerable children in Palm Beach County. She has created a collaborative service delivery model, including partnerships with over thirty other nonprofits with a range of expertise.
Renée has cultivated relationships with an array of private donors, businesses, and funders, resulting in programs supported by Children’s Services Council of Palm Beach County, Quantum Foundation, Town of Palm Beach United Way, Palm Beach County, Farris Foundation, the Florida Blue Foundation, and many others. She spearheaded development of Lead the Fight, in collaboration with Leadership Palm Beach County, bringing together over 120 business leaders in Palm Beach County for the past two years to discuss the ‘Economic Impact of Early Adversity’ as part of the Center for Child Counseling’s Fighting ACEs Initiative, which was launched in 2015 with Quantum Foundation support.
In her various leadership roles, Ms. Layman has been a passionate advocate for child and family mental health, bringing innovative programs and high-quality services for some of the most pressing issues facing children in Palm Beach County, with a focus on increasing access for low-income and minority populations. Ms. Layman is a flexible and adaptive leader with strong leadership and organizational skills, working with leaders throughout the county to improve health outcomes for children and families. Most recently, in collaboration with leaders in the child welfare system, she developed the Childhood Trauma Response Program, to ensure immediate assessment and therapeutic care for children ages birth to 5 entering the foster care system. Under her leadership, Center for Child Counseling launched a community-wide Fighting ACEs (Adverse Childhood Experiences) Initiative, bringing awareness on the health and economic impact of early adversity throughout the South Florida region, including links to suicide rates, intergenerational abuse, and the opioid epidemic.
Ms. Layman has extensive clinical training, including evidence-based interventions such as Trauma-Focused Cognitive Behavioral Therapy, Child-Parent Psychotherapy, Eye Movement Desensitization Reprocessing (EMDR), and Filial Therapy. Under her leadership, Center for Child Counseling’s Institute for Clinical Training provides community-wide training for over 3,000 people each year, focusing on ensuring that effective, trauma-informed practices are used for the most vulnerable children and families. Her leadership style has resulted in a learning organization defined by warmth, flexibility, opportunity for growth, and low turnover of staff.
In recognition of her work, Renée was recognized as Palm Beach County’s Nonprofit Executive of the Year (October 2017) and received Delta Sigma Theta Sorority’s Women of Excellence: Health & Wellness Award in 2011. She is currently on the Board of Directors of the Florida Association for Infant Mental Health, working with leaders statewide to improve the system of care for babies and young children. Renée also serves on the School District of Palm Beach County’s ESE and SHAC Mental Health Advisory Committees and is the Board President of the Nonprofit Chamber of Palm Beach County. She is a graduate of Leadership Palm Beach County’s Class of 2010 and Leadership Florida’s Cornerstone Class XXXVI.
Renée earned a Bachelor of Arts in Psychology from Florida Atlantic University and a Master’s Degree in Mental Health Counseling from Nova Southeastern University. She lives with her family in Palm Beach Gardens.

Mike began his career on Capitol Hill working for Florida Senator Connie Mack, the National Republican Senatorial Committee and the House Agricultural Committee. He continued his political career in Florida founding Advocacy Consulting LLC providing fundraising and consulting services to candidates for local, state and federal elections. Mike had the privilege of working for former Attorney General Bill McCollum, US Senator Mel Martinez, Congressman Ric Keller and current US Senator Marco Rubio. Mike spent four years working as a development officer for Rollins College before filing to run for the Florida State House in 2014. Mike successfully won a seat (District 47) representing Winter Park and Orlando and served for two terms before unsuccessfully running for Congress in 2018.
Currently Mike is the Chief of External Affairs for the Florida Virtual School based in Orlando, FL.

Taking on the challenge head-on of addressing the notable shortage of girls and women in STEM fields, Powell created the organization in 2012 to address the critical shortage of women and minorities being represented in high-tech STEM careers. She firmly believes that leveraging technology is an opportunity for girls to be content creators and makers. With a mission to empower middle and high school-age girls to pursue future careers in STEM, Central Florida-based non-profit organization Tech Sassy Girlz is leading the way in inspiring the next generation of female STEM professionals.
Powell is also the vice president for AceApplications, LLC, a technology solutions provider for businesses, schools, and government agencies. AceApplications delivers custom software, systems integration, mobile app and web development, data analytics and reporting, and training and staffing.
In 2016, Powell was invited by the White House to present STEM Access for Marginalized Girls. She has been recognized as one of Orlando Magazine’s
2020 Women of the Year, a Community Champion by the Orlando Magic and WESH 2 News, featured on PBS, and NPR and received the following awards

Florida Fund for Minority Teachers, Inc. Board of Directors. She served two terms from 2004 – 2010. She received her Bachelor of Arts in English from the University of Florida, Master of Education from the Pennsylvania State University, Master of Science in Management from the University of Central Florida and her doctorate in Instructional Technology and Distance Education from Nova Southeastern University.

Kim began her journey of mental health counseling after working as a summer camp counselor in college. Her path would be drawn to the field of social work as a therapist with the overarching goal of leading a mental health organization. After exploring different milieus for therapy during her internships, Kim settled back in Jacksonville to provide services in both residential and non-residential settings.
After re-locating to Jacksonville, she began her career in June of 2000 at Youth Crisis Center (YCC) as a residential and outpatient therapist. She has held several positions within YCC, which included managing two Truancy Centers, Clinical Director for outpatient programs, and was Chief Clinical Officer prior to becoming the President and CEO in 2015. She is a member of the Juvenile Justice Circuit 4 Advisory Board and is Chair of the Planning Committee within the Board. Kim is an alumni of the 2012 Emerging Leaders class and The Jim Moran Institute for Global Entrepreneurship Nonprofit Executive Program. She is a member of National Association of Social Workers. Kim was named the Executive of the Year in 2017 by the Florida Network of Youth and Family Services. She was named one of the 2020 Most Influential Women by Jacksonville Business Journal and is a Founding member of the WISH Society (Women Inspiring Strength and Hope) through the Make-A-Wish Foundation. Kim is a member of Leadership Jacksonville, Class of 2022. She is a Board Member of Young Lives, Clay County and was recently elected to the Florida Network of Youth and Family Services Board.

Tierra has continued to expand the agency’s response to issues of Family Reunification Services, Prevention, Parenting and Neighborhood Empowerment. Focusing on the needs of disadvantaged youth and families in the inner city of Broward and Palm Beach Counties along with the Treasure Coast.
Tierra, a native of Virginia, is a wife and mother of two amazing boys, and a proud member of Alpha Kappa Alpha Sorority Incorporated. She is an avid community nurturer who believes that serving those in need and leading life in love are the keys to happiness and good health. Her passion to serve allows her to operate at her full potential while offering numerous opportunities to others.
Graduating from The GREAT Bethune Cookman University in 2009 with a Bachelor’s in Criminal Justice, and Nova Southeastern University in 2012 with a Master of Social Science, Tierra decided to further her education in January 2021. She is currently studying at Liberty University in efforts to obtain her Licensure/PhD in Clinical Mental Health Counseling. While pursuing her education and serving the community, Tierra earned a Certificate in Leadership from Florida Atlantic University. Shortly afterwards, she was awarded “South Florida’s 40 under 40 Leaders of Today & Tomorrow”.
Tierra plans to continue exercising the skills obtained to motivate and catapult others. She strives to provide Help, Hope, and Healing to those that need it the most, all while Aspiring to Inspire before she Expires!
